Sump Pump and Downspout Checks Before the First Heavy Autumn Rain

The short answer
Pour water into the sump pit until the float lifts and confirm the pump starts and pushes water out; check the discharge line outside is clear and aims away from the foundation; then follow each downspout to see where it ends. Do this in September, while it is dry enough to fix what you find. In Mississauga, apply for the rebate before any work starts, or it will not be paid.
Two things on most properties go untested from spring until the weather tests them: a sump pump nobody has heard run, and a downspout that ends in a pipe going into the ground. Both get tested on the same afternoon in September or October, when a few hours of steady rain arrive and every part of the property's drainage is asked to work at once. Doing the checking yourself first, in dry weather, is what gives you time to act on whatever it turns up.
None of the checking costs money. What it changes is what you spend afterwards — and in one of these municipalities, the order you do things in decides whether thousands of dollars get reimbursed at all.
What does the first heavy autumn rain actually test?
It tests four things in a chain. Roof water lands in the eavestrough, runs to the downspout, leaves the downspout somewhere, and then either soaks away or arrives back at the foundation, where the weeping tile and the sump pump have to deal with it. A blockage or a bad discharge anywhere in that chain shows up as a problem at the end of it, so a wet basement can be a roof-drainage fault rather than a plumbing one.
Halton Region is direct about the mechanism: wastewater backs up into homes when downspouts and weeping tiles are connected to the wastewater system, and the Region calls this a big contributor to basement flooding during extreme weather. Every litre of clean roof water put into a sanitary sewer is a litre of capacity that is not available for sewage when the whole neighbourhood's roofs are draining into it at the same time.
Autumn is when the two loads land together: leaves fill the eavestroughs at the same time the rain gets heavier and longer, so a system that coped in July stops coping in October. Before climbing anything, the signs of a gutter problem you can see from the ground covers what to look for from the driveway.
How do you test a sump pump before you need it?
You pour water into the pit and watch. Public Safety Canada's guidance is a full pump test once a year, and the test is not complicated. Doing it in September rather than during the storm means a pump that fails can still be repaired or replaced on a normal weekday.
- Confirm it has powerCheck the pump is connected to a power source, including the battery backup if you have one. A pump unplugged during a basement tidy-up is a completely silent failure.
- Pour water into the pitAdd water until the float lifts. You are confirming the float triggers the switch, the pump activates, and water leaves through the discharge pipe. If the float rises and nothing happens, call a plumber.
- Look at the check valve insideThe check valve sits on the discharge pipe inside your home and stops pumped water running back into the pit. If you hear water rushing back down after the pump stops, that valve is what to have looked at.
- Go outside and follow the discharge pipeCheck the exterior portion is unobstructed and aims water away from the foundation — not towards a slope that leads back to your house or your neighbour's. Public Safety Canada puts the discharge at least 1.5 m (5 ft) out where possible, onto ground with good drainage such as lawn or garden, and says a shorter pipe can be fitted with a discharge hose.
- Test the backup separatelyCheck the backup pump two to five times a year. One way is to unplug it from its primary power source and see whether it still runs, but the method depends on the model — read the manufacturer's instructions or ask a plumbing professional.
Between annual tests, check the pump during and after rainfall, rapid melt and power outages, confirming the pit is actually being emptied by the pump and the backup. That is a thirty-second look, not a job.
Where is your downspout water actually going?
This is the fact that determines everything after it. A downspout either ends above ground on the lawn, or it goes into a buried pipe — and that pipe leads to the storm sewer, a soakaway, or the sanitary sewer. The last one is what the municipal programmes exist to undo.
You cannot settle it by looking. Halton will not pay a downspout or sump pump subsidy without proof of the existing connection, and accepts two kinds: a Household Drainage Survey, or an assessment by a licensed plumber or qualified drainage contractor. The survey takes one to two hours, needs access to the basement and the outside of the property, and reports whether the weeping tiles or exterior storm drains are on the wastewater system, where the downspouts discharge, and whether a backwater valve is installed and in what condition.
The survey is not open to everyone. Halton lists three conditions together: the home was built between the mid 1950s and the late 1970s, it has a previously reported history of basement flooding due to a wastewater surcharge, and it sits in a Region-defined priority area. If your home does not meet those and you want to do subsidy-eligible work, the Region requires the licensed plumber's assessment instead. Whether you are inside a priority area is something you ask by email or by calling 311, not something to infer from the age of the street.
Peel Region runs a downspout disconnection programme at no cost to the homeowner, with a two-year warranty on the work its crews do. It is not something you apply for in the usual sense: neighbourhoods are selected on flooding history, sewer overflow issues and limited sewer capacity, and the Region contacts you if you are eligible. You may also disconnect your own downspouts, and Peel says plainly that you carry the cost if you do.
- Above ground, onto the lawn. Nothing to disconnect. Check the extension length and the ground it lands on instead.
- Into a buried pipe. Identify it before you spend anything — every subsidy here is aimed at the sanitary connection specifically.
- Into a pipe that has silted up. Water backs out of the top of the downspout in heavy rain and pools at the wall. Looks like a gutter problem, is not one.
- Onto a driveway or walkway. Winter liability as much as drainage, and Toronto names it directly.
What each municipality requires, and what it pays
The rules differ enough across this area that advice from a friend in another municipality is often wrong. These are the figures each authority publishes as of this month.

Two conditions there are easy to read past and expensive to miss. Toronto will not pay a subsidy unless the downspouts are already disconnected from the City's sewer or an exemption has been granted, and it requires that your contractor and any sub-contractors held a valid City of Toronto business licence at the time of the work — the City publishes a Business Licence Lookup so you can check beforehand, and states that funding is denied if the contractor is not licensed. Halton wants the proof of connection before the work is completed, not after.
The order that keeps the rebate
This applies most sharply in Mississauga. Since 12 February 2025, all basement flooding prevention measures being installed must be pre-approved by the City to be eligible for a rebate. Install the sump pump first and apply afterwards, and there is nothing left to apply for.
- Find out what you have before you price anythingThe survey or the plumber's assessment tells you whether the weeping tile and downspouts are on the sanitary sewer. Every subsidy above turns on that answer, and in Halton the confirmation has to exist before the work does.
- Read your own municipality's page, not a neighbour's experienceThe amounts, the deadlines and the pre-approval rules are different in Halton, Mississauga and Toronto, and all three have changed within the last two years.
- Apply for pre-approval where it is requiredMississauga's pre-approval step asks for the tax bill, an itemized quote, a contractor sketch and permit documentation, and the City emails back a confirmation. Once pre-approved, you have six months to complete the work and submit for final approval.
- Check the permit and the licence before the crew arrivesHalton requires a permit from your local municipality for a new sump pump, plus proof it passed final inspection and was signed off by that municipality's building inspector. In Toronto, verify the contractor's City business licence first.
- Keep the original invoicesThese programmes reimburse against itemized invoices showing the address, the contractor and a breakdown of charges. A handwritten total is not enough.
- Apply inside the windowHalton allows one year after the work is completed. Toronto allows two years for work completed on or after 12 November 2025, and one year for work completed before that date. Mississauga's clock is the six months after pre-approval.
What you can do yourself, and what needs a licensed plumber
The dividing line is the sewer connection. Anything above ground — clearing eavestroughs, adding an extension, changing where water lands, improving the slope of a bed — is homeowner work or general property maintenance. Anything that severs, caps or re-plumbs a buried connection is licensed plumbing work with a permit and an inspection attached. Public Safety Canada is blunt that a sump pump installed incorrectly can fail or cause damage, and recommends a licensed plumbing professional for the install plus a check with your local government about permits and inspections first.
- Yours, no permit, this weekend. Clearing the eavestroughs and downspouts, adding or lengthening an extension, keeping window wells free of debris, keeping basement floor drains clear and the cleanouts accessible.
- Yours, but measure first. Grading. Halton requires a minimum slope of 2% away from the house, 5% ideal — a drop of 2–5 cm in every metre. A metre stick and a level tell you whether a soil top-up fixes the wet corner or whether it is a real regrading job.
- Licensed plumber, permit, inspection. New sump pump installation, weeping tile disconnection, severing and capping a foundation drain, backwater valve installation.
- Peel's crews, at no cost, if you are in a selected neighbourhood. Disconnecting a downspout that runs into the sanitary sewer.
There is also a case for doing nothing structural. Public Safety Canada's own framing is that grading and foundation drains should ideally prevent water accumulating around the foundation, and where they do, a sump pump may not be needed — the cases it names are a high water table, or foundation drains that do not drain effectively to the municipal storm sewer. If your basement stays dry through a wet autumn and your downspouts already run 3 metres onto sloping ground, keep the eavestroughs clear and check again in spring.
The short version, in the order to do it
- Pour water into the sump pit until the float lifts. Confirm the pump starts and water leaves.

Toronto adds that extensions must not cross a walkway or sit in front of a gate or doorway.
How often should a sump pump be tested?
Public Safety Canada's guidance is a full pump test once a year, with the backup pump's performance checked two to five times a year. In between, check the pump during and after rainfall, rapid ice melt or snowmelt, and during a power outage, to confirm the pit is actually being emptied by the pump and the backup. It also suggests sump pumps generally be replaced about every ten years, subject to the manufacturer's recommendation.
Do I need a permit to install a sump pump in Oakville, Burlington or Milton?
For Halton Region's weeping tile disconnection and sump pump subsidy, yes. The Region requires a copy of the permit issued by your local municipality when a new sump pump is installed, and confirmation that the permit passed final inspection and was signed off by that municipality's building inspector. Public Safety Canada makes the same general point for any location: check with your local government about permits or inspections required before installation.
Is a battery backup worth adding?
A sump pump only works while it has power, and Public Safety Canada recommends every sump pump be equipped with an alternate power source and a backup pump that engages if the primary fails. It also notes that a backup pump relying on the same power source as the main pump will fail in the same outage. Toronto subsidises up to 80 per cent of a battery backup invoice to a maximum of $300. If you are in Halton, note that water-powered backup sump pumps are not eligible for the Region's subsidy.
My basement has never flooded. Should I still do any of this?
Do the free parts and stop there. Public Safety Canada's position is that where grading and foundation drains prevent water accumulating around the foundation, a sump pump may not be needed at all. Testing an existing pump, clearing the eavestroughs, walking the downspouts and checking the slope near the wall cost nothing but an afternoon. Spending on new equipment is a different decision, and a dry basement through a wet autumn is real evidence that you do not need to make it yet.
